Heffley Expresses Concern for Shapiro’s Budget Proposal and the Taxpayers

In response to Governor Josh Shapiro's proposed state budget for the 2024-25 fiscal year, Representative Doyle Heffley has expressed concern over the massive increase in spending. The budget proposal amounts to $48 billion, which is an 8% increase from the current year's spending.

Heffley highlights his concerns regarding the reliance on one-time, non-reoccurring revenue from reserve funds to fill the deficit spending. This would result in a $3.7 billion spending increase. Heffley points out that even the Independent Fiscal Office (IFO) has expressed its concerns, projecting larger deficits in future years, exceeding $3 billion from 2025-26 if the state continues its current spending trajectory.

The representative also raises concerns about the lack of details behind the new programs proposed in the budget. He argues that these programs would increase state bureaucracies while leaving taxpayers to bear the burden. Heffley states, "This is another budget address full of hidden taxes and no relief for the taxpayers."

Heffley questions the allocation of over $1 billion for higher education and suggests that before providing more funding to college institutions, the K-12 school funding formula should be examined, and tax relief should be provided for property owners.

While the governor's address marks the beginning of the annual state budget process, the House Appropriations Committee will conduct hearings to examine the details of the proposed plan and how state departments and agencies are spending their funding. The General Assembly and governor have until June 30 to finalize the budget.
